Mr. MacDougall has detailed at some length his reasons for wishing to have the H.K.P.U. militarised as soon as possible. Not all his arguments are (as he says himself) ones which will appeal to the War Office, but I think we should certainly take up this question with them now as a matter of some urgency. Mr. Mayle would perhaps say whether the arguments produced in paragraph 6 are likely to be convincing to the War Office. I submit for conson. a draft letter for Mr. Gent's signature to General French.
